American lawmakers are working through the weekend for the first time since the government shutdown began over a month ago, but expectations for a cross-party deal on how to resolve the impasse appeared to diminish as Republican senators proposed a plan unacceptable to Democrats: scrapping the ACA, called Obamacare.
Deepening Impact of Government Shutdown
The impact on US citizens from the lengthiest shutdown of the federal government in history worsened on Saturday, as federal workers went without pay, carriers were compelled to ground planes and SNAP benefits have been postponed for forty-two million Americans.
Trump's Proposal from Golf Course
As Saturday's meeting got under way, GOP senators embraced a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by HSA-style accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
GOP Endorsement
Several Republican senators praised the plan, which is similar to a replacement for Obamacare put forward in 2017.
"We're going to replace this failing program with something that is truly better for the consumer," one senator stated.
Another senator praised Trump's proposal on social media, and displayed a large print of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator wrote in response to Trump's suggestion. "We need to stop taxpayer money from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."
Opposition Response
Opposition senators shared alarmed responses to Trump's plan.
"Essentially, Donald Trump's 'proposal' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been rejected by the public and Congress."
Another lawmaker reacted to the censure of insurance companies by writing: "Well, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Really? Then I applaud your support for universal healthcare."
Ongoing Negotiations
The Senate went into recess without reaching a resolution, but Senate Republican leaders have signaled an openness to an developing plan from a handful of moderate Democrats to end the shutdown in return for a future vote on the Obamacare payments.
One Democratic senator, who is spearheading the talks among moderates, said that Democrats "require another path forward" after Republicans rejected an proposal to restart the government and continue the payments for a year.
Another leading Democratic lawmaker persisted in maintaining that Republicans should accept a one-year extension of the subsidies before negotiating the long-term of the tax credits.
"Inaction is derelict because people will go into debt, people will become uninsured, people will get more ill," the senator stated in a Senate address. "That's what will happen if this Congress does nothing."
Partisan Situation
None of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same carriers, or that Republican lawmakers need the backing of eight Democrats to restart the government, and the idea of eliminating and replacing Obamacare with HSAs is improbable to earn a solitary Democratic vote.
Several analysts suggested that the essence of such a plan would remove the ACA's mandate that carriers cover patients with pre-existing conditions.
After his golf outing, Trump went back to his private club and doubled down on his insistence that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a iteration of the proposal that was unsuccessful to garner enough support in 2017.
